Process receipts on arrival - does not always work

I am running Outlook 2003. I am connecting to an Exchange Server 2000.

I have "process receipts on arrival" checked in my Email Tracking
Options.

What I'm seeing is that some receipts are processed, but others sit
around in my inbox. I'v also seen where the receipts will sit there but
be processed several minutes later.

Is there any way to make all receipts be processed immediately on
arrival? I end up manually deleting them from my inbox because there
are too many, and then that defeats the purpose of performing the email
tracking...
