Processing web updates

I have the same FP2000 version installed on Win2000 and on Windows XP. On
Win2000 it wouldn't let me publish. This happens only if I publish from an
internet website to a local disk (It doesn't happen if I publish from a
local disk). In the middle it pops a message "Processing web updates" and
then another message - "an error occured accessing files..."

Can somne help please?
