Producer preload with dialup hangs

When I dialup and jump to the preload page, IE seems to hang during the
preload activities. Here are some facts:
- It downloads for about two minutes, than the status bar is full, and no
data is being transmitted from the Internet.
- Task Manager says system is idle 99% CPU
- Can toggle to any other app, but not back to IE.

After a few minutes of this behavior, if I right click on the IE app icon on
the task bar, it reinstates the download process, data is transmitted, and so
on.

Any ideas what could be causing the hang-up or how to resolve? It seems to
work fine from a LAN connection.
