Product ID option while Packaging

Hi,
I Created a Transform for Project2002 Msi packaging in silent options but now we want the ProductID options enabled for users where by individual users while installing the Package should put his own license.How can this be enabled where USers can Validate their License & then only they can install it ,rest all should be a silent installation.
