There isn't a URL for activating Office XP online,
you can do it through the Help menu in the Office apps.
Office XP Small Business Edition is not a qualifying
product for PowerPoint 2002 upgrade, only Office 97
and 2000. You may want to contact the PC supplier
(XP Small Business Edition was OEM only) to see what
their policy is for upgrading to the OEM
Office XP Profesional + Publisher edition, which will
include Powerpoint 2002, or you can upgrade to Office 2003
in a few weeks and the Small Business Edition will include
Powerpoint 2003.
