Professional 2007 Saves, won't Publish

I have a user that can open, create, and/or save schedules to the server.
But, he can't publish them. I have confirmed it isn't schedule corruption by
opening and publishing a schedule as well. I have made the user and
Administrator and he still gets the same error - thereby eliminating it as a
permissions issues (he is in the default Project Manager group otherwise
anyway). Other users can publish.

The error message he gets is:
Error Connecting: The request failed with the error message:

and so on....
Thoughts?

Can your user access PWA? If you haven't already, check the connection
settings to make sure they have the correct URL.
When the user opens the plan, are they opening the cached copy? Check if
they can list all of the published plans in the open dialog.

yes, the user can access PWA.
I have confirmed that they have the correct URL setup.
They are not changing just a cached copy - we have cleared the cache, they
go to Professional, open from server, get the file, make changes, save it
back. I can open the Project on my machine and see their saved changes.
They just can't publish.

wow, this is strange. Can your user publish any other projects? What about
from a different pc? Sorry, you've probably already thought of these
questions, I'm just trying to help narrow it down.
