profile recovery

I deleted my profile from the control panel in order to rest my account on
updated outlook. I have lost all of my rules, contacts, emails and folder
arrangements. Are they perm gone or can I somehow recover them. Help.

No, you only deleted your configuration; not your data. Search for pst-files
on your computer.
