How do I get rid of the message that a program is trying to access the
address book for good in Outlook 2002?

Update the software that you are using that is trying to access your Address
Book in Outlook 2002. Modern software which is properly programmed really
should raise that prompt anymore.

If you are using some legacy software, you could also try this add-in to
capture the prompt;
