program and doc open slow from file icon

We have a client with a workstation that takes about 1
minute to open the program and an additional minute to
open the document when clicking on the document from email
or My computer. If you open the program manually, it
opens fine. The document then opens fine. This happens
with Word, Excel, PDFs, Jpegs. Office 97, Outlook 2000,
Win 98. Virus protection if Trend but makes no difference
to turn it off. No background stuff and resources show
about 80% free. Any Ideas would be appreciated.
