program crashes -- picture, objects, jpeg

I am trying to put a background around a jpeg file. The jpeg file is a logo,
and unfortunately, it was created with a white background and I can't change
it. The logo is a circle. The logo is to go atop a picture of a wave.

I have been cutting and pasting little pieces of the wave picture around the
logo (jpeg file). It goes well, and then all of a sudden, the program comes
to a standstill. At first I thought it had something to do with the jpeg
file, but now I don't. I have been pasting the little pieces of the wave to
each other around the logo and NOT grouping them with the logo as I did
before (and when it crashed). I have gotten a whole bunch more added, but it
crashes again.

Does it have something to do with the overlap of these small pieces?
If anyone can help, I would really appreciate it, as this is nearly done. So
close and yet so far!

It doens't work because both the area I want to put the wave over and an area
that I don't are both white. If that weren't the case, this would work.

I thought you wanted transparency around
the logo...when in fact you apparently want
to add a colored background?

Could you set the transparent color and then
add a text box (or even an AutoShape) behind
the logo and fill it with color? Or possibly a
picture?

This totally works!! Thank you so much. I have spent hours pasting, and this
took about 5 minutes, but, hey, it is still saving me even more time. What a
great idea!

Tried to use freehand. I am not that knowledgeable, and freehand is the only
image editing program I have. Irfanview doesn't let me do this as far as I
can tell.

Irfanview imo is not a true image editor...it's excellent for what it is
though.
I would probably do this in Photoshop and Xara Xtreme...but if you can do it
in Publisher go for it!
