what program could I download for free that would help me find common splices
and run on's in a journal or report.

It's a "comma splice," not a common splice. Try reading a book on grammar
rather than trying to rely on software to do your thinking for you. Strunk
& White "The Elements of Style" is good start.

I've always had issues with Strunk and White's grammar "rules".
Apparently some others are even more vehement in their criticism.
