Program for specifying dimensions

Guys, I am not able to get Visio right now.
Is there a common desktop application where I can create objects to
specific dimensions?
For example, I need to create a rectangle where the bottom length is
30mm, the left height is 20mm and the right side height is 15mm. Thank
you.

In case this is not a joke,
try google sketchup or whatever free drawing program.
