Program Management Functions

I've included in my schedule a Program Management Summary
Task which includes Project Management, Engineering
Management and the like. I want the duration to be the
same as the 'period of performance' of the project and be
able to assign and track 'management usage' accross each
project. I've built a Master Schedule to track all
projects. Should I set up each task with constraints i.e
the POP? Should I 'constrain the task' change the
constraint type or even the task type?

The amount of time attributed to these subtask varies
depending upon issues and attention required.

Would appreciate any thoughts on how to handle PM
functionality in my schedule.
