"Program name" has not been installed for the current user

I have OS XP Pro Ver 2002 SP 2 & have done the updates of .NET Framework 2.0.
After going thru many hoops to successfullly update the .NET Framework 2.0
the following occured when I try to access Word or Excel 2003, I get:
Microsoft "Program Name" has not been installed for the current user.
Please run setup to install the application.
I'm set up as an adminstrator - I have found Article ID 898512 dtd Dec 5,'07
Revision 4.2
I have logged onto Administrator user account & gone to C:\Documents and
Settings\All Users\Application Data\Microsoft\Office\Data\ right clicked
Opa11.dat & then Properties - but there is no Security tab! I am at a loss
as what to do next.

Hi Maw,

The procedure for getting the Security Tab to display in the Properties dialog for files can depend on the version of Windows XP you
have (Home or Pro) and whether your disk drive is/is not formatted as an NTFS or FAT type of partition.

Thanks Bob,
As I was in the middle of trying to fix that problem another major one came
up. Now I have lost all network connections. I am having to use someone
else's computer so I could read your response. I'm able to use my email by
using my BlackBerry but am limited on what web pages I can get to.
My system is XP Pro 2002 SP
