Program Reporting

I want to set up a repository for status reports for the Program Management
Office. Is it possible to set up a WSS site that is not attached to an
indidual project? Also, is it possible to create Issues or Risks that are not
directly connected to one project? (ie: an operations issue that may impact
multiple projects)

Yes you can create sites which will not be attahced to individual projects.
To do so go to your root WSS site homepage. Click Create. At the bottom of
the page under 'Web Page' section click 'Sites and Workspaces'. Enter new
site information on next page, select the Template for your new site.

You can use your Public Documents site if you'd like to use issues/Risks
features which will not be attahced to individual projects.
