programmatically change the value of label color of item in outlook

i have to apply a rule for change the value of label
color of item over who is looking the item on the public
folder for example if the user is author the item is a
red color but is the user is owner then the item is a
blue color, etc...............................

You mean in a folder view? Any color-coding is controlled by the automatic formatting settings for the view, which cannot be created or modified programmatically.
