Programmatically create ADD-INs for Word 2002

I have created a global template which I would like to use as an ADD-IN menu
button or Attachment to the Normal template. Normal Template can not be
altered. What is the best and simplest method to programmatically create an
add-in or attach a menu using an MSI package for distribution to other users?
