Programmatically create Tasks in Outlook?

Hi,

I'd like to create a web page that would allow users to perform certain
functionality. There is a workflow element included in this, and when a
certain even happens, I would like to be able to create for a person - not
necessarily the person who is logged into the website at that time.

Can you send an e-mail in a particular format that would create a task, or
can you create a script that could be downloaded and passed parameters to
create a task - obviously the latter would require the user to be logged in
on their machine, but the task creation could be performed as part of the
login sequence.
