Programme/Portfolio Level WSS Site?

Hi I need to setup a Project Workspace solely for a Programme level view of
risks and issues from the below projects, what is the best way to go about
this?

There's a couple of ways to do this. Here's a couple of them.

1) Just have everyone post risks and issues to the central repository for
all projects.
2) Deploy risks and issues as content types and use the Content Query Webpart
to roll them up (which doesn't roll up much of the metadata. It's ok for
some rudimentary purposes)
3) Aggregate the data using custom SSRS reports as so: http://projectserverblogs.com/?p=1946
4) Aggregate the data using a custom Webpart such as this: http://code.msdn.microsoft.com/ContentMonsterSPWP

You'll need either SSRS developers or a strong SharePoint admin for the latter
two options.
