Programming against Exchange without Outlook

Is there a way to access Exchange programmatically without having Outlook
installed?

I want to be able to read emails, appointments and contacts from Exchange,
and also update appointments and contacts, but without necessarily having
Outlook available.

I noticed Microsoft have CDO for Exchange (CDOEX), but it says ths is
"installed with Exchange Server, CDOEX cannot be installed on a remote
machine or called directly through Distributed Component Object Model
(DCOM)" so I guess that isn't really going to work.
