Programming the reply button

Sorry if this is the wrong group, please let me know the best one to use, if
this isn't it.

My wife and I run a pousada in Brazil and we use Outlook to handle all of
the email requests for the guests room & stay information. We are constantly
replying to messages and everytime we change the subject line to identify a
number of things based on the message. So to start with, I would like to be
able to just put a static subject line in that would be the same for all
replies. Then in the future, maybe do some other dynamic things, but wanted
to start simple.

Is it best to program the reply button in VB or is a form the better way to
go, or is there another easier way?

One approach would be to write multiple macros with the different responses you want to use. You can then build a custom toolbar with a button for each reply.
