Programs opening slowly AGAIN

Hi.
You all are my last hope (before I resort to a hammer).
Have Off 97 & Win 98SE. My unit is barely a yr old and has
Pentium IV processor & AMD Athlon drive. Word, Outlook
Express, "File" menu, properties of files on my standalone
& server take 30 seconds & often longer to open. Recently
switched from Outlook to Outlook Express which was
temporary "fix" to the same prior problem. Here is what
I've done so far: Cleaned out temp files & cookies;
cleaned out "spies"; removed unused progs from start menu;
cleaned out all email containing links to websites;
cleaned out Outlook; temporarily disabled background virus
scan & spy scan software; scanned drive for errors &
degragged the drive. Still no luck! My local "techies"
cannot find or fix the problem permanently and it's
driving me bananas. Am I missing something? Thank you so
so much--if you can help.

No, you have either an Intel Processor OR an AMD processor. There ain't no
such beast as an AMD drive - AMD does not make drives.
