Project 2002 Critical Path problem

Hey i cant seem to figure this out, im having problem with
a task overlapping one that is linked.

I have a delivery date set, and a installation date below
it is linked to. But i want the date to be able to
fluxuate, just in case of a delay. so if i move the
delivery date and it overlaps the install date, it will go
critical, but it just moves the install date over without
telling me its done anything, i tried to set to must start
on, but u cant fluxuate it which i want to. ive tried
everything, the install date keeps moving and i dont want
that.
