Project 2002 global template problem

We have installed a MS project server 2002 on a W2K server
and MS project 2002 client on two client's machines.

When the two project client logon to project server I
observe the following behavior.

1. When client A open project client 2002 and choose to
connect to server, it encounters error
2. Then client A open project client 2002 and choose to
work offline
3. client A then restore global template from local
4. client A then close project client 2002 and restart and
choose to connect to server and connection success
5. client A could then update the the project and publish
to server
6. Then client B open project client 2002 and choose to
connect to server, it encounters error
7. Then client B open project client 2002 and choose to
work offline
8. client B then restore global template from local
9. client B then close project client 2002 and restart and
choose to connect to server and connection success
10. client B could then update the the project and publish
to server
11. (repeat step 1 to 10...)
It seems that when on project team lead restore the global
template, it will affect another's connectiviy to the
project server.

We have try to solve the problem by copying client A's
project template in share dirve and ask client B to
restore from it. However, after client B restore from team
client A's template, client B cannot connect to project
successfully and need restore from client B's template to
successfully connect.

Does anyone what causes this behavior and any possible way
to resolve this problem?

Two questions:

1. Why are Clients A and B repeatedly restoring the Enterprise Global file?

2. What error do they encounter when attempting to log into Project Server?

The answers to these two questions may help us to diagnose the source of
your problem.
