Project 2003 has a bug Exporting Task Names to Excel

When exporting from Project 2003 to Excel, I encountered a Bug with the Task
Names. First, there is no "Task Names" field in the mapping table, just
"Names",. When this is chosen, the generated Excel file has the expected rows
for each of the tasks. Interspersed are rows where the Resource Names from
the previous task are shown as the Task Name (as well as the resource name).
Essentially, each task with an assigned resource generates two resource lines
in the Excel file: the correct one and one with the Resource Name appearing
as the Task Name.

This is a simple Microsoft Bug.

I don't think that you can consider this a bug in either case.

First, if you are exporting tasks you can understand that the name is the
name of the task. This does not affect the function of the software. You can
call it confusing or stupid, but it is not really a bug.

Second, if you go through the wizard and make sure that the "Excel options"
does not have the "include assignment rows in output" box is not checked
then the export will not include the assignments (those are the interpersed
rows you are writing about). So here again it is not a bug. You are able to
export that way or not. Simply choose the way you want it to export. If you
don't like it then change the settings.
