Project 2003 - Project Check-in from an interrupted disconnect

I was making changes to an existing project when I lost connectivity to the
network, losing connectivity to Project Server. I did not check out the file
offline. I was forced to shut down my workstation without saving anything.
Now when I attempt to open the project, it tells me I already have it checked
out. How do I check this back in? Secondly, are the changes I made stored
in a temp file somewhere where I can recover?

You will need to go to PWA, and look for a link in Project Center called
"Check in my projects". Click on it, and the next view should be one showing
your checked-out project(s). Select it, and click on "Check in".

No, changes you made are lost, if you did not save a local copy. I think
the cache feature in 2007 gives some relief to the problem of lost
connections like this.
