Project 2003 Server Disaster Averted?

The OS hard drive died on our Project 2003 server and I had to reinstall sql
and the applications.

Luckily the data and logs were both on seperate disks and so recoverable.

I reattached the project database once the installation was complete and PWA
is up and running - I'm not that concerned about the sharepoint sites so I
just went with a new installation there.

The problem is this.

in PWA when I click on resources I get the following error:

"An error occured while trying to access the resources stored on the
database. Either there are too many resources, or the Project Server may not
have the correct DSN configuration. Contact the administrator."

I read a microsoft article (I can't seem to find the link now) that said
this may be related to the identity of the resource pools using a domain
account, mine do not. Every service, and identity runs as network service
with the exception of sharepoint that uses a sql local account for the
database, and a domain account for emails/alerts.

In addition a byproduct of this is that resources are sending task updates
to Project managers for approval; they recieve the email, but when they log
in to approve the task update, it states "Your resources have not submitted
any task changes. "

Any help or hints anyone can give would be greatly appreciated, I'm not sure
where to go from here, but I am desperately trying to mitigate any more pain
for my users.
