Project 2007: None Admin Granted Manage Queue.. but can't use it

What permissions are dependent on the "Manage Queue" global
permission?

I am the EPM Support resources for My organization.

They have me as a project manager in production with some extra
permissions (edit resources). This week we convinced them to give me
"Manage Queue" and "Force Check in".

Manage Que does NOT show when I go to Server Settings in Project 2007.

Why not?
