Project 2007 Timesheets: Admin time approval requests showing zero hours

Project 2007 Timesheets: When a team member requests administrative time
(for example, 8 hours of vacation), their manager receives an approval
request showing zero, rather than 8, hours. Does anyone know why this
occurs and how I can correct this inconsistency?
