Project Access denied on Webaccess and Project prof.

Hello
The IC had installed yesterday evening the two HOTFIXES
KB828028 and KB830352 .

Both hade been installed on Project Server 2002 (SP3) and
SQL Server 2000 (SP3).

I can not anymore access the server with the
URL "http://myservername/projectserver"


Since that the user gets the message in his I-Explorer as:

HTTP 401.3 Access denied by ACL on resource Internet
Information Server


The same URL used directly on Project Server in I-Explorer
generates:

Error Type:
Microsoft JScript runtime (0x800A138F)
'this.oResMgr' is not an object
/projectserver/Library/LocalizedStrings.asp, line 38

Browser Typ:
Mozilla/4.0 (compatible; MSIE 5.01; Windows NT 5.0)

Page:
GET /projectserver/lgnint.asp

Any help would be appreciated.
