Project and PWA tasks out of sync

I am starting to run into issues with some of my resources % complete are
out of sync with my project plan. For example, Resource A has 2 tasks
listed at 75% complete in PWA but my project plan lists them at 100%. I
asked the resource to update the % complete in PWA to 100% and submit it.
He did but it came to me as 75% complete (he did type in 100%). After
accepting I updated it to 100% and republished but he still sees 75% (and we
did wait awhile). Is there a way to resync the two?
