Not sure if anyone else has encountered this but sharing an issue and
resolution i recently experienced:
I was requested to build out a training environment based on our production
implementation of Project server.
I put together the AD/DNS, SQL and WFE servers.
Downloaded the slipstream of Project Server w/sp1 and installed.
Fired up Project Application Servers.
Provisioned the resources.
Up to this point everything worked fine.
Next day i went to import a backup set from prod. Before running the restore
i checked the versions and noticed Infrastructure Updates had been applied to
prod so downloaded that.
I applied the Infrastructure Update (IU).
Restarted the WFE server (old habit).
Restarted SQL services.
WSS would come up but not PWA.
Went to the SSP and got the message that Project Service was not started.
Went to Operation > services on server > Project Application and saw it was
stopped.
Clicked start and it instantly refreshed the page and under Status it
reported Stopped.
Clicked start again...instant refresh still stopped.
No message or any hesitation. Just stopped.
Checked server logs and found "Timeout (3000 milliseconds) waiting for
Microsoft Office Project Events Service service to connect"
Followed by "The Microsoft Office Project Server Events Service failed to
start due to the following error: The service did not resond to the start or
control request in a timely fashion"
This was repeated for Queue Service.
I looked around a bit and didnt find any obvious answers online after about
an hour.
So i decided to walk through the config again.
When i opened the Project Application Service configuration i noticed that
the timezone was blank.
I set it to Pacific.
Hit OK and BAM suddenly it started working.
Now i am not saying this fixed it (maybe it was the act of saving the
configuration again after IU was applied) but this is what resolved my
specific issue.
Maybe this will help someone down the line.
