Is it possible to set rules for tasks, notes and appointments so that,
e.g. if the task contains 'Burble' it could be automatically maked as a
Burble Project task in much the same way as an email rule might?

No. Rules are really intended to be automatic actions for filing and
managing incoming and outgoing mail. Since features such as tasks and notes
don't have folders, and since they aren't received but instead created,
that's why there aren't any such rules.

You could experiment with making an AppleScript to do this manually with
your other items. However, the situation you propose does make sense and I
agree that such a feature could come in handy in Entourage. I'm not sure it
should be done as a rule, but such a feature could be useful.
