Project Center View Appears shortly then Bounces User to Home page

Hello,
- I am in the process of fixing Project Server 2003 SP1 and WSS2.0 SP1
installation in a test environment up on a small server farm.
- I have followed the DR guide as the client wants the WSS 2.0 Content DB
and Project Server 2003 DB from prod restored into test. They attempted this
but failed on many levels.
- SharePoint is now working, I managed my way through the error "the web
site that is referenced here is not in the configuration database sharepoint"
for PWA and the WSS 2.0 Sites.
- Now I can access PWA but when I select Project Center or Resource Center
in PWA I am immediately redirected to the PWA Home page. Also when I select
Users or Groups the page displays with blank data. No Users, Groups,
Categories etc. I can see the Project Data in the MSP_* tables. It seems
that PWA doesn;t have the correct permission or has lost it's cookies when
attempting to pull the data.
Any ideas? The client is extremely conservative about change hence their
current release is only SP1.

TWIMC,
Things we can do and things we cannot do in PWA 2003 SP1 and WSS 2.0 SP1.
MSPP = Microsoft Project Professional 2003.
1. Proejct Global Opens through MSPP.
2. ERP opens through MSPP but Resource Center in PWA cannot be accessed.
(Bounces user to PWA-->Home page)
3. Can access Risk, Issues and Documents through MSPP but not PWA.
4. Can open project, and publish through MSPP but cannot see with Project
Center through PWA. (Selecting Project Center bounces user to PWA-->Home page)
5. Can view edit ERP through MSPP but cannot see Resource Center or Users
and Groups in PWA.
6. Cannot Synchronize Administrators Accounts under PWA-->ADMIN-->Manage
Windows SharePoint Services-->receive VBSCRIPT Microsoft Office Project Web
Access 2003 Window indicating "XML document must have a top level element."
HELP....any ideas?
