Project Center View from the Collaborate Menu in Proj Pro 2003

We have several users that get the error message "can't execute code in
design mode" when they try to access the Project Center or other web views
(Resource Center, Portfolio Analyzer) from the Collaborate menu in MS Project
Professional 2003. Any input on what may be generating this error???
