Is there any reason why if a MS Project file uploads to the server fine
that I wouldn't be able to view it in Project Center view in PWA?

The only thing I can think of is if I'm not a resource within the
schedule posted.

What you can see in the Project Center page is entirely determined by your
user permissions. Do you have permissions to see all projects? What Groups
are you a member of in Project Server? Let us know.
