There are a large number of new features and a completely new architecture.
Too much to really describe. Project Server is an evolved version of Project
central.
I think that personally I'd avoid Project Central due to some of the
problems it has.
If you are considering purchasing either you should also look into Project
server 2003 which fixes a lot of bugs/poorly implemented features from 2002.
