I want to be able to show that a project was awarded a grant amount at the
beginning and show how the balance declines due to a subcontractor (this cost
could be fixed) or resource cost (this cost could be hourly or fixed) as the
project progresses during phases. Any suggestions?

Mike:

Project and Project Server are not accounting software. What you're asking
for is an accounting function. If your programming skills are good, you can
use custom fields, formulas and VBA macros to accomplish what you want.

We have similar needs. We are however trying to capture billable hours and
accumulate the dollars earned just as cost is accumulated within project.
Any suggestions how to handle that?

Brian:

For capturing billable hours, you should definitely consider using managed
time periods with protected actuals. SQL reporting services will prove to be
a big help in reporting and analyzing the data.
