The RBS has a four level code mask and the duplication was in the last level (ie the lowest of the 4)... not sure if that would even be a problem. We also seem to be having problems any time we try to load resources with RBS pre-populated -- we get an error message saying the RBS value does not match the LUT even though we have confirmed they do match...
