Project-Default Timescale

My default time scale is Two Tier, with Tier 2 being a week and Tier 3 being
a day. I want to have the default time scale be three tier, year, quarter,
month. How do I do this?

I believe that time scale is plan specific and view specific. In order to
make the time scale default to something else, you will need to create a
custom view and apply it to all your project plans.

If you are on a server environment, you can do this in the enterprise global
and it will automatically be shared with all your server plans.
