Project deletion (curious)

Curious: I delete projects via-PSCleaner but was wondering why remnants of a
project will remain after an owner of a project deletes the project in
Project Pro? I’m not having any issues, just wondering. Is it because only
the Admin remove via- cleanup project server database?
