project didnt create team site

I have a problem some few days back (re: cant see published project) after a
few days and after publishing some new projects, the team sites of the
projects that was published yesterday was not created, but those projects
that was created/published a few days ago has a team site. check the
configuration and its ok. Tried re setting the IIS (thinking maybe sharepoint
related) still the same. any suggestions?
