Project email notifications/alerts

The director of my department would like email notifications when new
"projects" are created, saved and published to Project Server. We have about
10 Project Managers entering project data.

In addition, she would like notifications when "projects" are over-due -
based on date information entered in an Enterprise date Custom Field (due
date).

Do you know how to configure Project to send these types of email
notifications/alerts?

You need to do some coding to make this happen. It's not possible using the
user interface.
