Project fields with task hour accumulation

This is actually a solution question and not a simple question.
We have 6 phases to each of our projects. Each phase has a pre-determined
number of hours that all tasks related to that phase would accumulate.
(Example: Phase 2 - Training, has four tasks - Course Design, Course
Materials, Course Delivery and Course Evaluation) Phase 2 has a predetermined
value of 100 hours allowed for all four tasks.

I need to accumulate the number of hours that are recorded to each of the
Training tasks and compare the total to the predetermined value and show the
variance.

I don't even have a clue of where to start other than I know how to create a
task field.

When you baseline the project, the software will capture the planned Work
hours for each task and each phase in the Baseline Work field. To baseline
the project, click Tools - Tracking - Save Baseline. You can view the
Baseline information by applying any task view (such as the Gantt Chart),
clicking View - Table - More Tables, selecting the Baseline table, and then
clicking OK. When you begin entering actuals for each task, you can see
your Work variance by applying any task view and then clicking View -
Table - Work. The Variance column shows you your Work variance against your
original Baseline Work value for each task and each phase. Hope this helps.
