Project Filters not working

I have the following filter setup

Name - * Tasks due as of today not completed
Conditions
FINISH is less than or equal to "Show tasks
that start or finish after:"?
AND %COMPLETE is less than 100%

When I apply this Filter the tasks in the last 2 phases of a 4 phase
project do not show up even though the conditions are valid.

I checked the Views, Tables, Groups for any conditions & found none.
Not sure where the issues is - any ideas

What date are you putting in?
Is the project fully expanded before you run this filter?

I faced a similar issue. As a last resort, I deleted the filter and
rewrote the filter and then it started working. All the conditions
that you mentioned were applicable in my case. HTH.

Yes the project is fully expanded prior to applying the filter

Aaren - I tried that approach without any success.
