Project ID vs Enterprise Project ID

Where can I find and use the project ID in a view.

I found that I wasn't getting all of the projects when I used the Enterprise
Project ID in the view. Futher looking revealed that the project ID that is
projectserver_999 is not the same as the Enterprise project ID. For example,
the the last site added is projectserver_257. But the projects the
Enterprise Project Id is 215.

The Project Id appears to retains the original number (projectserver_999)
should you care to create a site. The enterprise project ID appears to shift
when projects are deleted. Is this correct?
