Project locked in "checked out" state

There is a PM who can not open his project in read/write mode - tells him it
is checked out and can only be opened read only. I am able to open the
project in edit mode, save it and check it back in. I go to the screen to
force a check in and that project isn't listed. Any thoughts?

Sounds like it is stuck in the queue have you looked at your Manage Queue
under Server Settings.
Might be as simple as restarting your Project Server Queue Service on the
SQL Server box.
