system for a consulting service. The system should be able to egenrate

There are many people who could develop this, including myself but they
would struggle with what you have written as a requirement.

Project and Excel can do graphics and S-curves. Perhaps if you could
tell us why standard solutions are inappropriate we could add more value.

I would be very surprised if you had to develop something new as
off-the-shelf packages are very mature and sophisticated these days.
