Project Manager cannot update hours for a project over web

I have set up project server, but when my project manger (who is also
configured as an Administrator and Resource manager) can't update the hours
worked for a particular task via the project server website.

I want the project manager to be able to change hours on a task along with
the team members who are assigned to the task.

You might want to look at Adjust Actuals in the Resource Center.

Or, do it within Project Professional. In PPro, in the Resource Usage view,
right-click on the right side of the window. Select Actual Work. Enter
actual work values. Republish the assignment and check the box to overwrite
actual hours entered on the resource's timesheet.

It sounds like you want a project manager to be able to update actuals on a
task in PWA even though he/she is not assigned to it. It is not possible to
update actuals at a task level, only at an assignment level.

If you mean you want PM's to be able to adjust a team members assignment
actuals then you would do that through the Resource Center tab and go to
Adjust actuals, specify the team members you want and adjust their actuals
as appropriate. When you are ready to send those updates to the responsible
PM then you would hit the Update Actuals button.
