Project Manager & Resource Manager Role

I have a Resouce Manager who is also a porject manager. When ge goes to view
his resources assignments he sees all resources. He only wants to view those
that work for him. In the RBS he is not setup to see all. He does have the
role of Project Manager and Resource Manager. Is this the problem. How can I
fix this?
